This research explored with industry the challenges, problems and difficulties with consenting for medium density development, and sought potential solutions to the challenges. Interviews with 15 industry stakeholders were supplemented by a wider industry and council online survey.
Several themes emerged from the interviews and survey: the need for consistency in interpretation of rules; the need for clearer guidance and support; the need for upskilling of industry and consenting officers; and the need for experience and decision-making authority in consenting officers.
