Coming up - Housing Affordability in Europe study tour
New Zealand is not alone in its housing crisis; major cities across Europe and UK face a similar housing supply shortage, particularly for affordable housing. The impact of the global financial crisis hit construction of affordable and social housing hardest, leaving significant deficits in affordable housing. Land supply and construction costs are challenges for European/UK cities, as they are for New Zealand.
However, there has been a marked difference in the response in Europe and UK. Cities and central governments have been working in partnership to address supply, frequently partnering with private enterprise to deliver significant housing developments which include a significant percentage of affordable housing components within mixed developments. Off-site manufacturing plays a greater role in industrialising these countries’ responses to meeting housing demand, particularly on the Continent.
Beacon will be leading a study tour to London, Manchester, Freiberg, Hamburg and Malmo, to explore the different approaches that European countries take in supporting, mandating and providing affordable housing.
Highlights include:
- The transformation of Olympic Park
- How the Greater London Council facilitates housing development
- Investment by construction company Laing O’Rourke in off-site manufacture
- London’s largest Housing Association, L&Q
- Redevelopment of Islington in Manchester
- Freiberg’s Reisenfeld housing development which showcases integrated transport development and low energy housing
- Off-site manufacture in Falkenberg and Freiburg
- HafenCity in Hamburg facilitated by extensive city investment in infrastructure
- Exploring baugruppen in Hamburg, a type of resident-led development that cuts developer costs
- Wilhelmsburg - social housing redevelopment in Hamburg
- Malmo’s Western Harbour development
- The large scale retrofit of Sweden’s one million homes in Augustenborg and Rosengard

Delivering Affordable Housing At Scale: Lessons from Europe (PDF 3.2MB)
Nick Collins
This report is the outcome of a three week scoping tour of Europe and the UK, which looked at how these countries are addressing challenges of housing affordability. It analyses where the challenges are similar, how shortages of affordable housing are being addressed differently, and what New Zealand can learn from these alternative approaches.
