Evaluating outcomes against objectives

This final step is a formal check for partners (and stakeholders) that the resultant building or development meets the original objectives in the agreements to partner.  This includes evaluating the success of the competition process as well as looking at how well the buildings and neighbourhood perform.

It is worth noting that the evaluation stage needs to be thought through and funded from the outset.  It is often overlooked which can mean that you miss the opportunity to really ‘wring the value’ out of the competition and its outcomes.

 

Key evaluation questions

  • Undertake an assessment of partners and funders to the project. Were their expectations met? Did the competition/engagement deliver? What could have been done better? A simple scorecard that can be emailed and filled out by stakeholders may assist this process, but a more detailed one-on-one interview with the key partners would provide a deeper understanding.
  • Did the building or buildings deliver against the competition criteria? Are there any other criteria or evaluation frameworks that would assist to understand performance? In the residential sector this could be undertaken using a Certified Homestar rating for buildings or, in the commercial sector, Greenstar.
  • Meeting community outcomes. Does the final built development deliver to the aims of the competition at a community level? Are residents and neighbouring communities content with what they’ve got? At the neighbourhood and community level, Beacon Pathway’s Neighbourhood Sustainability Framework and tools would be useful.  

 

Maximising the opportunity

Once the winner has been announced and construction is underway, there are a number of opportunities for wringing the value out of what you have achieved.  These include:

  • Public and industry outreach - using the results as an exemplar catalyst for central city living.
  • Create strong linkages with attractive central city living propositions.
  • Write up the journey, outline and share the lessons learnt, tell the story, support sponsors with case studies, results and media opportunities.
  • Use websites, social media and communications to encourage uptake elsewhere (public & industry).
  • Set up educational opportunities - organise events, site tours and show home openings.
  • Develop a research framework - monitoring building performance and neighbourhood satisfaction (use it as a living laboratory).
  • Public and industry engagement opportunities (symposium, expo, seminars).
  • Enter industry awards and publish case studies in industry journals.

 

Top tips for success

  • Use existing tools to test and evaluate what you have achieved (e.g. Homestar™).
  • Agreeing a set of targets or objectives to measure your success against at the start of the project can help you draw up a good framework at the end.
